The Community and Planning Services department (CAPS) strives to maintain and enhance a quality of life that makes Missoula County an extraordinary place to live, work, and visit. We collaborate with residents, businesses and non-profits, Tribal and other government agencies to help direct the future of Missoula County and our communities.

Services by Section


The Planning Section is responsible for developing and administering a variety of plans and regulations including: zoning and subdivision, floodplain and shoreline, growth policy, regional plans, community-based and natural resource planning.

Staff can assist you with questions related to:

  • Property development
  • Rezoning and subdivision projects
  • Mapping inquires

Grants and Community Programs

The Grants and Community Programs Division works to improve the quality of life for our community. This is accomplished by staff who focus their efforts in three main areas: (1) Grant acquisition and grant management of federal, state, and foundation funds; (2) Management of Missoula County funds; and (3) Projects and programs arising from community needs and priorities of the Board of County Commissioners.

Parks, Trails, and Open Lands

The Parks, Trails, and Open Lands Section manages County park lands and trails, along with supporting landscape conservation projects on public and private land. Members of our Citizen Advisory Boards help determine maintenance and management priorities for the parks and trails system and review proposed conservation easements.
